The council was warranted on 21 October 1960 to meet in Hong Kong. It was named after a Grand Officer who assisted in its formation.
The council is a body under the jurisdiction of the Grand Council of Knight Masons of Ireland.
The lodge first met in Hong Kong in 1953. It is open to all master masons of any recognised constitution working in Hong Kong.
Its name was changed from "Lodge" to "Class" on 5 February 1985 as only one Irish Lodge of Instruction exists - in Dublin.
